Kate took up her post as Director of Amnesty International UK in early 2000. Before joining Amnesty International Kate was Deputy Chief Executive at the Refugee Council from 1995 to January 2000, where she was responsible for its policy and operational work and headed the UK emergency evacuation programmes for Bosnia and Kosovo. In 1998/99 Kate was seconded to the Immigration and Nationality Directorate of the Home Office for seven months, where she worked on the 1999 Asylum and Immigration Act. Before working with the Refugee Council Kate had a successful career in local government.
