Relaxing the checks on criminal records

The UK government plans to relax the requirements for criminal records checks, unless people are working closely with children or vulnerable adults (such as those having learning disabilities).  There is talk of saving money and of cutting bureaucracy.  What about the risks of abuse to children or vulnerable adults?  Surely someone can commit abuse against a child or a vulnerable adult without working closely with them? Surely people who are up to no good will apply for posts that do not require the checks on criminal records and then look for opportunities?
